016 DECLARATIONS OF INTEREST
There were no declarations of interest.
017 PUBLIC PARTICIPATION SESSION
No members of the public were present at the meeting.
018 MINUTES
The Minutes of the meeting held on 23 June 2010 were approved and signed as a correct record.
019 PLANNING APPLICATIONS
a. Application No 1/0547/2010/EXT: Extension of time to permission 1/0761/FUL – proposed residential development, two dwellings, garages, access and drainage. - Land opposite: The elms, Mines Road, East-the-Water. - Applicant: Mr Russell Williams, 1 The Elms, Mines Road, Bideford EX39 4BA. RESOLVED: That the application is approved but the Council would like to see some form of renewable energy within the design and for the buildings to be as close to zero carbon as possible both in their sustainability and construction.

b. Application No 1/0483/2010/FUL: Refurbishment and extension of dwelling, conversion and extension of coach house, barn and construction of a new detached dwelling. – South Salterns, Old Barnstaple Road, Bideford EX39 4ND. - Applicant: Mr & Mrs D Adams and Mr & Mrs M Newey, North Salterns Lodge, Old Barnstaple Road, Bideford EX39 4ND (Date received: 23 Jun 10)

RESOLVED: That the application is refused on the grounds of the proximity of the industrial estate, the associated commercial activity and the potential noise problems. The Council is against a gated community as shown on the plan and would also note that there is no provision for renewable energy sources.

f. Application No 1/0587/2010/FUL: Implement and storage barn. – Salterns Lodge, Old Barnstaple Road, Bideford, Devon, EX39 4ND. - Applicant: Mr Don Adams (Same address). (Date received: 6 Jul 10)

RESOLVED: That the application is approved.

20 PLANNING APPLICATIONS – NOTIFICATION OF DECISIONS BY PLANNING AUTHORITIES
The Committee noted the content of those Planning Applications which had been granted/refused by Planning Authorities since the last meeting.
The business of the meeting having been completed, the Chairman thanked the members for their attendance and the Meeting concluded at 6.45pm.
