The Minutes of the meeting held on 10 March 2010 were approved and signed as a correct record.



098      PLANNING APPLICATIONS

a.    Application No 1/0790/2009/LBC:  Amendments to approved scheme number 1/2383/2003/FUL.  30 Market Place, Bideford EX39 2DU. -  Applicant: Mr Richard Holdcroft, 1 Market Place, Bideford EX39 2DR (Date received:  3 Mar 10)

RESOLVED: That the application is refused on the basis that the original scheme is more in keeping with the Georgian balance of the listed building.

(Vote – For: 4,  Against: 0, Abstentions: 1)

b.    Application No 1/0181/2009/LBC:  Proposed railings and gates onto Bridge St and revision of access and surface treatment.  30 Market Place, Bideford EX39 2DU. -  Applicant: Mr Richard Holdcroft, 1 Market Place, Bideford EX39 2DR (Date received:  3 Mar 10)

RESOLVED: That the application is refused on the grounds that the gates are out of keeping with the listed building, the Council is against the gating of any community in Bideford and it notes that the application is not retrospective although the work has already been done.  The Council would ask that the gates are removed.  It would also query the disappearance of the pavement at the frontage of the building facing Market Place and the surface finish both in front of the gates and in front of the building.

c.    Application No 1/0201/2010/FUL:  Demolition of existing extension and erection of single storey rear extension.  Speedwell Westview Avenue, Bideford EX39 4AL. -  Applicant: Mr Bruce Symons (same address)  (Date received:  10 Mar 10)

RESOLVED: That the application is approved but the Council would like to see some form of renewable energy within the design and for the building to be as close to zero carbon as possible both in its sustainability and construction.

d.    Application No 1/0210/2010/FUL:  Erection of two dwellings.  Kanderstag, Pynes Lane, Bideford EX39 3EB. -  Applicant: Mr Simon Johns, 2 Hamilton Close, Bideford EX39 3DS  (Date received:  11 Mar 10)

RESOLVED: That the application is refused on the grounds of the overdevelopment of the site and potential traffic hazards as the entrance to the property is directly opposite a main junction.

RESOLVED: That the application is approved but the Council would like to see some form of renewable energy within the design and for the building to be as close to zero carbon as possible both in its sustainability and construction. The Council would like to see this style of building used as a guide for any future development within the conservation area.

j.    Application No 1/0224/2010/CON:  Proposed demolition of existing building and erection of shop.  6A the Quay, Bideford EX39 2HW. -  Applicant: Mr Peter Morris, 5 the Quay, Bideford. (Date received:  23 Mar 10)
