held in the Council Chamber, Town Hall, Bideford, on
Thursday 6 October 2011 at 6.45 pm

057 APOLOGIES FOR ABSENCE

Councillors Mrs E A Brenton (North Ward – Holiday) and D G Brenton (South Ward –Holiday).

058 DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

There were no declarations of interest at this time.

059 PUBLIC PARTICIPATION PERIOD

Mrs Rodgers exclaimed her belief at the importance that those vacant and soon to be available Units in Butcher’s Row being advertised in order to obtain maximum discernment in the future tenants.

060 MINUTES

The Minutes of the Meeting held on 1 September 2011 were approved and signed as a correct record.

061 MARKET ADVISORY COMMITTEE

The Chairman reviewed the earlier meeting.

Proposed by Councillor Inch, seconded and

RESOLVED: That a ceiling limit of £1,000.00 be made available to obtain the services of Merlin for the weekend of 26/27 November 2011.  The Market Advisory Committee representative should seek to obtain the best price, nonetheless.

062 ITEMS BROUGHT FORWARD BY THE CHAIRMAN

There were no items brought forward.

063 RENT REVIEW

The Market Administrator stated that the rent should be reviewed on an annual basis.  Given the lack of growth in the economy he advised the Committee to consider not affecting a change in the next financial year.

RECOMMENDED:  That the rent remains the same for the next financial year.

064 ACCOUNTS

Proposed by Councillor Wootton, seconded and

RESOLVED:  That the list of payments be approved.

(Vote – For: 4, Against: 0)

065 MARKET ADMINISTRATOR’S REPORT

The Market Administrator advised that he would report on his attendance at the NABMA Conference and a more recent meeting, predominantly on Farmers’ Markets, at the next Market Management Committee Meeting to be held on 3 November 2011.

066 CONFIDENTIAL ITEMS TO BE TAKEN IN PART II

Proposed by Councillor Inch, seconded and

RESOLVED: That in view of the confidential nature of the business about to be discussed, it is advisable, in the public interest, that the public be excluded for the remainder of the meeting; they were instructed to withdraw.

PART II (Closed Session)

067 TERMINATIONS OF LEASES BY TENANTS/APPLICATIONS RECEIVED FOR TENANCIES OF PREMISES

The Market Administrator advised that terminations had been received for the tenants of Units 12, 13 and 14, 19 and 6.  Unit 17 is also available for rent.  Five candidates made presentations.

RESOLVED: That Mr Malcolm Hudson be offered Unit 17, Mr Harry Juniper be offered Unit 19 and Mrs Jacky Hallesy be offered Unit 12.  Advertisements be placed with a view to advising all participants of the decided outcome by no later than 4 November 2011.

(Vote – For: 3, Against: 1)

068 UPDATE ON RENT ARREARS

The Market Administrator advised that there were some minor outstanding payments that were being pursued.

The business of the Meeting having been completed, the Chairman thanked the Members for
their attendance and the Meeting concluded at 9.00 pm.
