063    APOLOGIES FOR ABSENCE

Councillor A T Inch (South Ward – Holiday).

064    DECLARATIONS OF INTEREST ON ITEMS ON THE AGENDA

There were no declarations received at this time.

065    PUBLIC PARTICIPATION PERIOD

A tenant spoke generally on the Market and trading hours.  She felt that while leases were signed in good faith Traders soon found the conditions and working times somewhat challenging.  The fluctuating trade during the variant seasons should inform vendors of the need to develop their “niche markets”.  Their very economical survival demands this given that, apart from those with outside income, a living can not be made.

The Chairman thanked the Tenant for their contribution and intimated that the Committee were mindful of her concerns.

066    MINUTES

The Minutes of the meeting held on 2 September 2010 were approved and signed as a correct record.

067    STEERING GROUP

The Committee were advised that a meeting would be convened shortly.

068    CHRISTMAS EVE MARKET

The Market Administrator reminded the Committee of the closure of the Market during the Christmas period.

RESOLVED:  That the Market will be open for trading on Friday 24 December 2010 from 7.00 am to 3.00 pm but will not open again until Tuesday 4 January 2011.

069    MARKET TRADING HOURS

After some discussion on the present opening times, the commitment to those hours by traders and the merits of a review, it was

RESOLVED:  That Market Traders be canvassed and the result be presented at the next Committee Meeting.

070    ILM LEVEL 2 NVQ CERTIFICATE IN TEAM LEADING TRAINING FOR THE MARKET OFFICER

The Market Administrator gave details of the NVQ Certificate provided by Petroc and the cost and the benefit to the Market Officer and Pannier Market generally.

RESOLVED:  That the Market Officer be enrolled on the course.

071    ACCOUNTS

Proposed by Councillor Fulford, seconded and

RESOLVED: That the list of payments be approved.

072    MARKET ADMINISTRATOR’S REPORT

a.    Thirty five tables have been sold to both the Clovelly Estates and Torrington Market.

b.    At the request of the Police a CD was provided from the CCTV equipment to help with their enquiries in a local incident that happened away from the Market.  

c.    The St Loyes team of four having completed their Working at Heights Course began work on the Pannier Market Project on Wednesday 6 October 2010 for six months.  

073    CONFIDENTIAL ITEMS TO BE TAKEN IN PART II

RESOLVED: That in view of the confidential nature of the business about to be discussed, it is advisable, in the public interest, that the public be excluded for the remainder of the meeting; they were instructed to withdraw.

PART II (Closed Session)

074    TERMINATIONS OF LEASES BY TENANTS/APPLICATIONS RECEIVED FOR TENANCIES OF PREMISES

The current tenant of 30 Market Place (Store) has indicated that it will be handed back by 31 December 2010.  A member of the public has expressed interest in the Store and will view it next Thursday.

The tenant of 27 Market Place has advised that she will be vacating the premises by 31 October 2010.  A new tenant (potter) will take on the tenancy from 1 November 2010.

075    UPDATE ON RENT ARREARS

The Market Administrator stated that there were no rent arrears for the previous month.


The business of the meeting having been completed, the Chairman thanked the members for
their attendance and the meeting concluded at 7.25 pm.
