This was held on Wednesday 26 May 2010 at 7.00 pm at the Pollyfield Centre, Avon Road, Bideford EX39 4BL.
Registered Electors within the Town of Bideford were entitled to be present and raise matters for consideration.

ATTENDANCE: 58 people attended the meeting.
001 WELCOME BY THE TOWN MAYOR
The Town Mayor welcomed everyone to the meeting and read out the relevant paragraph of the Local Government Act regarding a meeting of the parish electorate.
002 MINUTES
Minutes of the Annual Parish (Town) Meeting held on 12 May 2009 were approved and signed as a correct record.
RESOLVED: That the Minutes be signed and approved as a correct record.
003 ACTIVITIES OF BIDEFORD TOWN COUNCIL DURING 2009/2010
The Annual Report for 2009/10 which is based on the reports provided for the Annual Parish Meeting is attached.
004 DRAFT ACCOUNTS OF THE TOWN COUNCIL FOR THE FINANACIAL YEAR 2009/2010
The draft accounts of the Town Council for the financial year 2009/2010 were distributed to those present and forms part of the Annual Report.
005 PRESENTATION OF GRANT CHEQUES TO LOCAL ORGANISATIONS
The Mayor presented the grant cheques to local organisations.
006 MATTERS RAISED BY REGISTERED ELECTORS WITHIN THE TOWN OF BIDEFORD
• Mrs Pat Ferguson commented upon a corner at the bottom of East-the-Water which is dangerous for pedestrians and appealed to the Town Council to support any proposal for a third bridge for Bideford as she feels this is increasingly necessary, as East-the-Water becomes more developed.
• Mrs Pat Ferguson asked if the road signage at Atlantic Village which says “Bideford 2 miles” could be worded in such a way that people are encouraged to come into the town e.g. “Bideford – Town Centre and harbour.” The Town Clerk advised that this matter had already been raised with Devon County Council and that he would follow it up.
• Mr Geoff Facey publicly acknowledged the work that Bideford Town Council does for the small groups within the town and thanked the Council for supporting the town’s economy
• Mr Alan Rayner asked what measures the Town Council would be willing to take to improve cross bridge transportation so that Pollyfield could better serve the whole town. The Town Clerk explained the work carried out by the Public Transport Working Group in previous years and the funding system for public transport. He agreed to speak with the bus companies but felt that in the present economic climate the scope for further services may be limited. Councillors Ms E L Farrington and SEL Clarke OBE then both reported that the buses between Bideford and East-the-Water did in fact run frequently. Mrs Molly Fulford closed the item by explaining the particular difficulties of the elderly for transportation around the town.
The business of the meeting having been completed, the Mayor thanked the members of the public for their attendance and the meeting concluded at 7.30 pm.
