There were no declarations of interest at this point in the meeting.

065   MINUTES

The Minutes of the Meeting held on 14 December 2016 were approved and signed as a correct record.

066   TO RECEIVE ANY UPDATES REFERENCE BT CLOSING PUBLIC TELEPHONE BOXES IN BIDEFORD, AND TO RESPOND TO THEIR CONSULTATION DOCUMENT BY THEIR DEADLINE OF 31 JANUARY 2017

The Chairman asked members if they had heard of anyone being interested in adopting the telephone box at Londonderry, there were none.  The Chairman informed members
that he had spoken to one person who had initially shown an interest but nothing was borne from it.  Also, the Clerk had contacted Councillor Trevor Johns but had received
no feedback. 

The Chairman concluded that the consultation document be returned with a negative response.
                   
067   PLANNING APPLICATIONS

a.    Application No:  1/1198/2016/FULM:  Amendment to Condition 1 - design changes, removal of Conditions 5 and 21 of Planning Approval 1/0715/2014/REMM. Land At Moreton Park, Abbotsham Road, Bideford, Devon. Applicant: Mr P Bowser, Wings Southwest, Lendon Barn, Road from Bay View to Poultry House, Abbotsham, EX39 5BW. Councillor Langmead informed members that he had spoken with Torridge District Council regarding this application and that he had been advised by the Senior Solicitor that no decision could be made on the basis that the conditions being sought to vary, relate to the WINGS community building that does not in effect have planning permission, as the terms of the 106 agreement attached to that permission have not been met. 
He further explained that Torridge District Council would be returning the application form to the applicant and, as a gesture of goodwill, would refund their fees.

The Chairman concluded that under the circumstances there was no application to discuss.

b.    Application No:  1/1155/2016/FULM:  21 dwellings and associated access - amendment to previously approved scheme 1/0695/2015/FULM to include 1 additional dwelling. Moreton House, Bideford, Devon, EX39 3QW.  Applicant: Miss S Fenner, Redrow West Country, Redrow House, Pynes Hill, Exeter EX2 5AZ. Agent: None supplied. (Date received: 8 Dec 2016).
