028  DECLARATIONS OF INTEREST

Councillor P Christie (Chairman) declared a non-pecuniary interest in agenda item 4 (j). (Had been in talks with objectors but not applicant).
                   
029  PUBLIC PARTICIPATION SESSION

The Chairman invited both members to speak.  He asked their names and the item they wished to speak on.
Both gentlemen wished to express their objections to agenda item 4 (j). 

The gentlemen from the public both expressed their concern that the proposed works would create a viewing gallery into the houses in Middleton Road.  This severe overlooking would thus curtail the privacy of those residents. 
It was felt that the application did not fully represent the proposed works and they further expressed concern that the works would reduce the parking for that property thus overcrowding the on-road parking.

Both gentlemen would support the application with certain amendments.

The Chairman indicated that item 4(j) be brought forward for discussion at this point.  Members indicated their agreement.

The Chairman declared his interest and asked Councillor Langmead (Vice Chairman) to take the chair.

RESOLVED: That the application is refused on grounds that whilst the proposal to demolish the garage and replace with an extension would be permissible, the proposed extension being beyond the size of the garage is not acceptable.
RECOMMEND that a District Councillor call the application in and that a site visit is arranged.

034  PLANNING AUTHORITIES UPDATE BY CLERK

Members noted the decisions received from Torridge District Council since the last
meeting.
                   
035  The Chairman wished to share information with Committee members regarding the Local Plan.
He had received an email outlining four issues raised at a meeting in Bristol regarding the Local Plan content.

If the Local Plan is not updated it will be refused.  Unfortunately it will not be submitted in September as expected but will now be ready early next year.  More large housing development applications are anticipated.

Affordable Housing Thresholds - had been taken out of development planning applications but have now been put back in.

Travellers & Gypsies  -   9 sites and 1 transient are required in Torridge but there have been talks with North Devon Council regarding joining forces.  The outcome has been that there could be a site in North Devon that could encompass the requirements for both districts.

Turbine Applications  -   The recent Government announcement that further turbines would not be approved unless in areas identified in the Local Plan, and have community backing, needs to be addressed when being introduced to the Local Plan. As this is new material, a consultation on options and a preferred policy approach is required. The Planning Inspectorate have pointed out that we have an obligation to be positive towards renewable energy applications.  Options to be considered will be discussed by a joint working group of councillors from North Devon and Torridge.
                     
The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 7.00 pm.
