No declarations were received at this time.
078 PUBLIC PARTICIPATION PERIOD
One of the traders advised that the traders in the Market had expressed concern regarding the redundancy of the Market Manager’s post. It was agreed that this matter should be raised at a meeting with the traders on Saturday 19 January 2008 at 2.00 pm.
079 MINUTES
The Minutes of the meeting held on 5 December 2007 were approved and signed as a correct record.
080 MARKET STRATEGY
The Market Manager advised that he had not received any feedback from the traders. The Town Clerk confirmed that no response had been received from the Bideford Regeneration Initiative either.

RESOLVED: That the list of payments be approved and form part of these Minutes.

082 MARKET MANAGER’S REPORT
The Market Manager advised that:
a. Various events at the Market over the Christmas period have again proved to be a success.
b. The heating in the Market Hall has failed and an engineer from Optimum Heating has found the fan system to be faulty and he has taken this away for repair. It is recommended that when the unit is repaired a full service on the heating system should be carried out.
c. This meeting will be his last official duty as Market Manager and he would like to take the opportunity to thank all those traders, councillors and officers with whom he has worked over the last five years.

RESOLVED: That a vote of thanks be accorded to the Market Manager for all his hard work and service to the Council during the last five years.

RESOLVED: That in view of the confidential nature of the business about to be discussed, it is advisable in the public interest that the public be excluded for the remainder of the meeting and they were instructed to withdraw.

084 UPDATE ON RENT ARREARS
The Market Manager advised members of those tenants and traders who were in arrears with rent and the action taken since the last meeting and the forthcoming action to be taken.
085 TERMINATIONS OF LEASES BY TENANTS/APPLICATIONS RECEIVED FOR TENANCIES OF PREMISES
The Market Manager advised that 12 and 22 Butchers’ Row were currently available to let, as was 25 Market Place, although the tenant at 25 Market Place had not yet tendered her notice to quit or handed back the key due to illness. Proposed by Councillor Ratcliff, seconded and
RECOMMENDED: That, in principle, the tenancy of 22 Butchers’ Row be offered to Rosie Burns (Artist Open Studio).
RECOMMENDED: That, in principle, the tenancy of 25 Market Place be offered to Mrs Sharon Masson (Bridal Gifts and Event Supplies).

The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 5.45 pm.

Pannier Market
Situated in the centre of Bideford the Pannier Market provides residents
and tourists with regular market days where they can buy locally
grown produce including plants, vegetables and flowers, jams and
honey, home-made pastries and cakes - and all the everyday knick-knacks
for home and garden. Butchers Row has a wide variety of of small shops where
you can find antiques, fresh fish, home brewing equipment, soaps and cosmetics,
books, musical instruments - in fact many of the things you find under the
sun!
They have their own cafe serving light meals, tea and coffee and the
market is surrounded by antique shops, a gallery, pubs and restaurants.
The centre of Bideford Town is not two minutes walk from the market - so
why not pop in for a browse and pick up a bargain and a tasty treat
for an afternoon on the beach.
